Tanzania is currently developing a Universal Health Insurance (UHI) Bill that will guarantee all citizens and residents access to health services without financial constraints. The German Technical Cooperation module Improving Health Care Provision in Tanzania II (IHCP2) supported the Government of Tanzania in the development and implementation of the UHI Bill. Under the modules Output 3 on evidence-based health service planning, GFA was contracted to conduct a comprehensive functional and capacity analysis of the required and existing capacities and gaps in the institutions responsible for implementing the UHI - the Ministry of Health (MoH), the National Health Insurance Fund (NHIF), and the Tanzania Insurance Regulatory Authority (TIRA). The assessment identified the capacity needs of the three institutions and provided prioritized recommendations for addressing capacity gaps and improving the performance of each organization. The assessment also identified the resources needed to improve capacity and developed an action plan to implement the recommendations.
