The project focuses on strengthening Cambodias social protection and health systems to improve access, equity and quality, particularly for vulnerable groups. It is implemented by GIZ in cooperation with Cambodian institutions: Ministry of Health, National Social Protection Council (NSPC), National Social Security Fund (NSSF), National Social Assistance Fund (NSAF) and two teaching hospitals. The main objectives of the project are:

Strengthen social protection systems:

  • Improve crisis response capacity of social protection programmes to address climate-related risks and support vulnerable populations.
  • Link social protection mechanisms with climate change adaptation and mitigation strategies.
  • Enhance gender equality and inclusion within social protection schemes.

Universal Health Coverage (UHC):

  • Increase citizen and service coverage under the Social Health Protection System.
  • Reduce out-of-pocket healthcare expenses.
  • Enhance healthcare quality through accreditation and competency-based training for health professionals.

Digitalisation and research:

  • Modernise IT systems and infrastructure for social protection and healthcare.
  • Build capacity for data-driven policy-making and evidence-based research.
  • Integrate climate and gender-focused data into program implementation.

Capacity development: Strengthen institutional and human resource capacities of stakeholders such as the National Social Protection Council (NSPC) and healthcare training institutions.
