JASPERS on-site consultancy for institutional strengthening in Ukraine (EU4U)
Under a service contract with the European Investment Bank (EIB), GFA Consulting Group is implementing the Ukraine Onsite Advisory Consultancy, which provides comprehensive on-site advisory support to the Government of Ukraine and other public institutions within the framework of the EIB/JASPERS Ukraine mandate. The project’s overarching goal is to facilitate the effective deployment of the EIB/JASPERS mandate in Ukraine by offering hands-on expertise and continuous support to national counterparts.
Within this assignment, GFA’s experts are fully embedded in the EIB/JASPERS operational structure, working in close coordination with existing staff to ensure a seamless exchange of knowledge and experience. Their work spans all stages of the project cycle, with particular emphasis on project preparation and implementation. The advisory team contributes to the EIB/JASPERS objectives in Ukraine by supporting the preparation and execution of strategic investment projects financed by the EU, the EIB, and other international financial institutions, including those aligned with the EU’s Ukraine Facility under Pillars 1 and 2.
In addition, GFA assists the Ukrainian authorities in prioritising key investment projects for inclusion in the Single Project Pipeline (SPP) and supports the implementation of the Public Investment Management (PIM) roadmap, aimed at improving the efficiency and transparency of public investment processes. The assignment also includes extensive training and capacity-building activities designed to strengthen institutional capabilities in project preparation, implementation, and evaluation.
A particular focus is placed on the health sector, where GFA, on behalf of the EIB, supports Ukraine’s ongoing reconstruction efforts. Building on previous EIB investments in hospitals and medical facilities, including initiatives financed through the E5P Fund, this assignment seeks to help scale up investments to enhance healthcare infrastructure and services across the country.
