Strengthen the local authorities
GFA supports the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in implementing the Good Governance in Local Authorities (GGLA) project in Zimbabwe, jointly financed by the European Union (EU) and BMZ, with further financing envisaged by the Swiss Development Cooperation (SDC). The project works with 14 targeted local authorities to strengthen institutional frameworks, improve public service delivery and rebuild citizen trust in local government. The module objective of the programme is to improve the institutional framework for gender-equitable, transparent and accountable governance in Zimbabwean local authorities.
Zimbabwe’s sub-national governance faces structural challenges including unclear responsibilities, weak public financial management, limited transparency and citizen engagement, inadequate service delivery systems, and gaps in gender-responsive planning. The project is designed to strengthen the administrative, leadership, financial and oversight capacities of local authorities in line with national priorities such as the Government of Zimbabwe’s Decentralisation Policy and ongoing public finance management reforms. It focuses on four interlinked areas: (1) efficient service delivery, (2) improved public financial management, (3) strengthened oversight capacity of elected councillors, and (4) enhanced leadership, gender equality and inclusion among technical and managerial staff. Cross-cutting themes such as digitalisation, gender equality, human rights, and conflict-sensitive implementation are mainstreamed across interventions.
The overall aim of this consultancy is to provide GIZ with a well-managed pool of short-term experts and comprehensive event coordination services to support the GGLA project in achieving its outputs:
- Support local authorities in designing and implementing administrative mechanisms that increase the efficiency and inclusivity of social service delivery.
- Strengthen public financial management capacities to increase revenue generation, improve transparency, and enable gender-responsive budgeting.
- Build the oversight and supervisory skills of councillors and council committees to ensure accountability and better policy outcomes.
- Enhance the professional and leadership competencies of local authority staff and councillors, with a strong focus on improving opportunities for women and vulnerable groups.
- Deliver high-quality training, workshops, and knowledge products, and ensure the timely deployment, monitoring, and reporting of expert missions and events.
