The Transforming Administration - Strengthening Innovation (TRANSFORMASI) project aims to improve the capacity of the public administration for continuous transformation in human resource management, including public service delivery and innovation. It focuses on designing and implementing the constituent elements of human resource reform, testing their application in different areas, and strengthening key stakeholders to extend the reform to other institutions. The project builds on the results of the first phase, implemented directly by GIZ since April 2014, and follows a multi-partner and multi-level approach in the two thematic areas of personnel reform and service improvement. The main implementing partners for this project are the Ministry of State Apparatus and Bureaucratic Reform (KemenPAN-RB), the Ministry of Finance (MoF) and, for the work on public services at the subnational level, the East Java Provincial Government.  

The project comprises three fields of actions:

  • Improving the conditions for the strategic personnel management of general administrative staff in the civil service
  • Introduction of a specialist career in financial management by the Directorate General of Fiscal Balance in the Ministry of Finance
  • Strengthening the capacities of the participating institutions to introduce the national complaint handling system and the model for transferring good practices in the delivery of services
