Support for Project Preparation for Urban Progress (SuPPUrbP) - City Climate Finance Gap Fund: On demand experts to support cities in early stage preparation of climate resilient and low carbon investment projects in the transport sector.

The main task of this assignment is to provide advisory to cities and municipalities worldwide in the preparation of climate mitigation or adaptation infrastructure projects in the transport sector. Until 2025 approximately 20 projects are to be prepared within the contract period. The Gap Fund’s EIB MDTF, implemented in partnership by the EIB and the GIZ (“EIB-GIZ Gap Fund”), has the following overall impact: Cities in developing countries and emerging economies access finance to implement 1.5 degree compatible climate resilient and low-carbon urban infrastructure projects.

The specific objective of the EIB/GIZ Gap Fund is: Cities access catalytic technical assistance and grant funding for early-stage preparation of 1.5 degree compatible climate-resilient and low-carbon urban infrastructure projects and prepared projects are successfully taken up by existing national, regional, and international PPFs. Coordination, management and implementation of the EIB-GIZ Gap Fund is done through the joint Technical Secretariat (TS) based in Luxembourg (EIB offices) and in Bonn (GIZ offices). The GIZ is represented in the EIB-GIZ Gap Fund through the GIZ project “Support for Project Preparation for Urban Progress” - SuPPUrbP (GIZ).
