On behalf of GIZ, GFA carried out capacity development components for two phases of the Citizen-Centered State Reform Program in Peru and its successor program in 2013-2016. During the first phase, GFA was responsible for services contributing to the improvement of relevant legal and institutional framework conditions, focusing on administrative procedures and administrative procedural law. These measures were oriented towards the efficiency of administrative processes and strengthening the integrity of the administrations performance. GFA experts mainly advised relevant commissions established in the Peruvian Ministry of Justice that addressed the normative foundations of administrative procedure. The effectiveness of administrative performance was complemented through a modern, flexible, and efficient career training system and a reform of the civil service. Moreover, GFA helped improve transparency and civil society participation in the administrative reform process by familiarizing citizens with the procedural principles of the rule of law, as well as their rights and obligations in administrative and contentious procedures. The second phase built on achievements of the first phase and focused on strengthening the capacities of officials at the local level.
