Improving public finance management and accountability in Kosovo

The Government of Kosovo has commenced to delegate management responsibility and accountability to senior civil servants in budget organisations with adopting the Law on Public Financial Management and Accountability (LPFMA). The overall template for this initiative was the EC-defined Public Internal Financial Control (PIFC) framework. PIFC comprises two functions, Internal Audit (IA) and Financial Management and Control and two coordinating organizations, called Central Harmonisation Units (CHU), which are tasked with promoting the sustained implementation of these two functions across the government.
The focus of this project was to continue previous work on adopting European Commission administrative standards and improving accountability in the public sector, mainly by the reaching the following results:

  • Operation of the newly established Central Harmonisation Unit for Financial
    Management and Control improved
  • Strategic objective of the CHU/IA clearly defined
  • Training provided and certification mechanism developed for all government internal auditors
  • Civil society engaged in holding the government to account with respect to its use of public resources
