Two regions of Ogun State near Lagos and Plateau State north of Abuja had been selected as pilot regions. The selected pilot sectors were agriculture (potato and cassava) and construction. While the construction sector was relevant in both regions, in agriculture, cooperation in the Ogun region focused on cassava and in the plateau region on the potato VC.
