Promotion of a climate-friendly electricity: operating 80 mini photovoltaic networks in Benin (phase II)
As part of the sustainable implementation of 80 mini photovoltaic networks installed in 78 localities, the Centre for Renewable Energy and Energy Efficiency (ECREEE) of the Economic Community of West African States (ECOWAS) supported, with funding from the German International Cooperation Agency, the Electricity Regulation Authority (ARE) and the Rural Electrification and Energy Management Agency (ABERME) in the process of selecting operators to operate these 80 mini grids.
The technical assistance provided by ECREEE was organized in two phases: Phase 1 aimed to establish a precise inventory of the 80 installations, to propose sustainable solutions for the rehabilitation or even reinforcement of the equipment and to provide the technical and economic information necessary for the recruitment of private operators of the equipment. Phase 2 (implemented by GFA) aimed to provide support to Beninese institutions in the development of a detailed strategy and work plan for the selection of mini-grid operators; and supported ABERME and ARE in the implementation of the tender procedure for selecting operators of the 80 mini solar PV mini-power plants organised in concession areas until the provisional award.
