WBIF energy efficiency project pipeline development

GFA advised the City of Belgrade and supported it in preparing an ESCO Public Private Partnership (PPP) street lighting tender for a commercially viable ESCO project with the intention to create a procurement and contractual approach and a set of templates which could be used in other cities of Serbia. GFA offered technical assistance to support project identification, preparation, and implementation and to develop the capacities of public building or street lighting owners in the City of Belgrade by

• preparing a feasibility study that identifies and defines the scope (project boundaries, technical and financial parameters) of a bankable and commercially viable ESCO street lighting project, including the technical data needed for PPP tender documentation;
• preparing ESCO street lighting project contracts and the related tender documentation and supporting the City during the tendering and procurement phase, including any clarifications and amendments of contract documents as required.
